English Translation By Swami Sivananda
Full of desires, having heaven as their goal, (they utter speech which is directed to ends) leading to new births as the result of their works, and prescribe various methods abounding in specific actions, for the attainment of pleasure and power.
Transliteration
kāmātmānaḥ svargaparā janmakarmaphalapradām
Translation
Full of desires and regarding heaven as the highest goal, they advocate numerous specific rites that yield rebirth as the fruit of action, directed towards the attainment of enjoyment and opulence.
Meaning
This verse continues from the previous one, describing ignorant people who are deeply attached to the ritualistic portions of the Vedas. Such individuals are full of worldly desires and consider reaching heaven as the ultimate goal of life. They perform various fruitive rituals that only lead to repeated birth in the material world, keeping them entangled in the pursuit of sensual enjoyment and power.
